HRSG supervision & piping specialist deployment - 3× 4,800 MW Power Plants, Egypt

Objective

Provide a high-calibre technical workforce to support the construction and commissioning of three 4,800 MW combined-cycle power plants in Egypt - each requiring specialist oversight for HRSG systems, high-energy piping, and schedule-critical installation phases.

Scope

Deployment of a full technical team across three project locations, covering:

  • HRSG Installation & Commissioning Supervision
  • Piping and High-Energy Piping (HEP) oversight
  • QA/QC for piping and HRSG scopes
  • Specialist SMEs for time-critical phases

Engagement delivered through a fully compliant contract model, with end-to-end management of workforce mobilisation, payroll, and in-country operations.

Strategy

To ensure continuity, safety, and precision across all sites, we designed a comprehensive contractor provision model built around three pillars:

  1. Specialist talent deployment - supplying experienced HRSG and piping experts capable of delivering against complex EPC requirements.
  2. Compliance-driven mobilisation - ensuring all personnel met Egyptian labour, immigration, and regulatory standards.
  3. Integrated contractor management - removing administrative burden for the client while guaranteeing consistent performance across all plants.

Implementation

Specialist workforce delivery

  • Sourced and deployed HRSG Supervisors, Piping Supervisors, HEP Specialists, QA/QC personnel, and subject matter experts.
  • Delivered all personnel via our compliant W2 model to uphold quality, safety, and workforce reliability.

    Mobilisation, payroll & compliance

  • Managed full visa processing, work authorisation, and adherence to Egyptian labour regulations.
  • Oversaw weekly payroll, statutory reporting, and full tax compliance for all deployed contractors.

Travel, accommodation & on-site support

  • Coordinated international travel from home country to site.
  • Arranged long-term accommodation, rotation logistics, and ground transportation.
  • Provided onboarding, welfare support, and ongoing contractor care to ensure consistent performance.

  • Outcomes
  • Enabled the client to maintain critical project milestones across all three 4,800 MW power plants.
  • Delivered high-quality HRSG and piping installation and commissioning through dependable specialist staffing.
  • Eliminated potential schedule risks linked to resource shortages, mobilisation delays, or compliance barriers.

Reduced client administration through a single, fully managed workforce solution.

Through consistent delivery, technical expertise, and a resilient contractor management model, we contributed to the successful execution of one of the region’s largest and most significant power-generation developments.
