Deployment of 43 certified HV Electrical Technicians across four US states

Objective

Source, qualify, and mobilise a 43-person high-voltage workforce to support a major utility/T&D contractor delivering transmission, substation, and grid-modernisation programs across four US states - ensuring safety, compliance, and continuity under demanding schedules.

Scope

Provision of:

  • Certified HV Electrical Technicians
  • Linemen and Substation Specialists

All deployed under a compliant W2 model with full onboarding, mobilisation, and safety provisioning.

Strategy

To ensure full coverage across multi-state operations, we activated our nationwide high-voltage network and developed a comprehensive workforce mobilisation plan centred on:

  • Rapid deployment of licensed and certified HV personnel
  • Rigorous safety, compliance, and credential verification
  • A structured travel workforce program enabling multi-state movement
  • Financial support through a $1,000,000 credit facility to manage payroll volume

  • Implementation

Targeted talent acquisition & compliance screening

  • Reached out to HV technicians, linemen, and substation experts across the U.S.
  • Conducted fast-track pre-screening, license checks, and safety record validation
  • Ensured compliance with OSHA, NERC, and state licensing requirements

Mobilisation & contractor management

  • Coordinated interstate travel, site onboarding, and accommodation
  • Delivered full PPE solutions aligned with utility-grade safety standards
  • Managed on-site and remote workforce oversight throughout the program
  • Handled weekly payroll under our W2 model, supported by a dedicated credit facility

  • Outcomes

Full deployment of 43 certified HV professionals

Each candidate met stringent criteria for:

  • HV transmission/substation experience
  • Certification and licensing compliance across four states
  • Proven safety performance and utility-grade capability

Seamless execution of a large multi-state HV program

The client successfully:

  • Met critical outage, energisation, and commissioning milestones
  • Maintained exceptional safety and QA/QC performance
  • Delivered consistent quality across all T&D scopes
  • Strengthened regulatory and utility relationships

Scalable Long-Term Workforce Strategy

Following initial deployment, we continued to support the client with:

  • Additional HV personnel during peak periods
  • Surge staffing for emergencies and storm-response
  • Ongoing workforce management and future project mobilisation

This engagement became a benchmark for multi-state HV workforce execution - demonstrating Samuel Knight’s ability to mobilise, manage, and sustain large-scale technical teams across the US T&D sector.
